When the comforts of civilization begin to dull our senses, we must never forget that in the beginning, there was war. And war. And more war. Long before there were empires, there were humans consumed with greed and the hunger for power. Resources, territories, information—these were the forms of sustenance upon which we preyed. Today, we call such habits vices. Oh, how arrogant we have become! Are we not still impelled by those primordial emotions? Is the advent of war so far-fetched? But alas, for you to truly understand, we must dive deeper into this land’s half-forgotten past.
There was a time when might was the only law that humankind knew. Fearsome clans roamed throughout the land, seeking amenable grounds within which they could take root and opposing forces against whom they could test their mettle. Given the irregularity of nature’s bounty, certain regions appealed more than others, and dominion over such coveted territories became the spark that ignited the earliest inter-clan wars. These fierce, internecine affairs tended to conclude only when one side had decimated their competition into oblivion, and many clans of story were rendered extinct during this period.
The victors of war, having claimed their territories, often made truces with surrounding locals, offering protection in exchange for access to the yields of agriculture. Over time, certain communities emerged as more dominant than others, either due to numbers or sheer talent, and their rapid expansion would force smaller, neighboring communities to either collapse into their fold or be devastated. When the dust settled, humankind found itself divided into the five major territories that we are familiar with today. And was the bloodshed over? With our lands obtained and our bellies filled, were we finally content?

Yes we said it's double rewards, now you all can really get into the thick of those builds if you work hard enough. And who knows what you might uncover in the process. AND all jobs are free to enroll no quest EXCEPT ANBU(Black Ops) roles.
Alright, once a village has accumulated 40 community points, the person with the highest CP will be eligible to lead the foundation of the village. Once a leader is selected the village will be blessed with the following.
Vault
The vault is where your village will store it's money, their are a bunch of different ways to generate money for the vault. Which you can find here
√ Missions Each Mission a Shinobi completes will generate half of what they make for the village I.E (James Uchiha Completes an C - Rank mission and earns 5k, the vault will get 2.5k.)
√ Donations Donations are simple, anyone can donate money to their villages vault. It just has to be done IC.
√ Notable Items Now everyone knows that relic's, and other rare items are fairly expensive, they will be also counted in a villages vault value.
Rules √ Borrowing from the vault With the Kages permission one can borrow money from the vault, of course it's not gonna be easy to get this loan. It's gonna have to be a good reason, meaning you'll have to ICly explain to the Kage why you need it, and they'll have to approve it.
√ Raiding the vault Every villages vault can be raided for everything that they have, although this isn't a easy task it's something, or well it shouldn't be. The Vault is located within the Kage Tower, and it'll be the villages responsibility to guard it. Good luck everyone!
Now here's the fun part, every village will have the ability to create their own unique progression. May it be new technology or some special training facility, even special hotspots, such as restaurants, churches, casino's and things of that nature. Of course these things won't come along for free, they'll cost, and they'll have to be put through customs before being approved! But lets see how that actually works!
Village gates
A village's gates serve as a doorway and often blockade not just to a village itself but to the sense of safety of those inside it. A good gate is one that stays between the threat and threatened and a good village is one that has a good gate. Though ultimately a gate is only as good as the walls it connects. If a gate that cannot be destroyed is built unto a wall made of paper, the village inside is still at risk. Fortunately for the villages who can afford it the chakra enhanced materials used boast great defenses to nin and tai jutsu; immunity.
Requirements 1. Information post (I.E Village Gates thread) 2. All Towers & Cannons & NPC’s listed 3. Gate Rank & Wall

Unique Gates and Walls Now I know for a fact everyone will have different gates; there will probably be no set of gates that are the same between any village... Now with that being said; you've been giving the prices for strength; it's up to you as a Kage to develop the theme for your gates; just keep in mind the actual abilities of your gate.. you wouldn't want to throw together some grand design for a set of D rank of gates... and vice versa!
Village Offenses
Sometimes the best defense is a great offense; now your gates are your final line of defense against opposing forces… These things come in the form of heavy weaponry, Guard Towers, Non – player characters, barriers and such. Now of course every village has some type of natural offense; or some part of their environment that they give them some natural defense. I.E Suna with Sand storms, or the mist with the constant fog.
Requirements 1. All purchase should be listed in whatever thread they’re applied to.
Restrictions 1. These offense things cannot be used in threads that they’re not posted in. I.E You won’t be able to use a cannon that’s attached to your Kage Tower at your gate.

Unique Weaponry Weapons come in all shapes and forms; I personal believe it's silly to define them as one thing. You'll have to submit your weapon through customs using this template:

Non - Player Character NPC characters can be purchased just as any other village upgrade although a customs submission will be required to establish skills, appearance and bio of said NPC.

All jutsu must be original to the creature, and the creature cannot use hand seals so use charging times instead.

Village Resources
A pivotal part of any village, the way that the generate income for their village. Now this can be done in so many different ways; and in most cases the resource are 'unique' Through this section of the village Progression System you'll see how you generate money off the land, professions, etc.
Requirements – 1. Be sure to get your resources approved by a moderator before you search for it. 2. Resources can be gathered more than once. 3. Please keep track of all income from resources in your vault.
Restrictions 1. Newly added to OTA resources. Unlike most things in developing a village this area is purely based off where you are, and there will not be a pricing guide to how it works. Instead; resources will have certain capacity based on a dice roll. Once the dice roll is complete the village will be able to cultivate a certain amount of said material until it’s depleted. Let me give you an example.
8 = 100k per month / 3 months 7 = 90k per month / 3 months 6 = 80k per month / 3 months 5 = 70k per month / 3 months 4 = 60k per month / 2 months 3 = 50k per month / 2 months 2 = 40k per month / 2 months 1 = 30k per month / 1 month
Examples - Konohagakure discovers a lumber resource in the fire country; they will have a dice roll performed by a moderator. Once the dice roll is complete the village will gain a monthly reward for a certain amount of time for the resource they have found.
If it’s one area that’s pivotal to its survival it’s the ability to cultivate knowledge; these areas consist of Medical Science, Technological Science, and jutsu. These areas are just as important as the frontline of the army because they’re essential to a village’s growth.
